Another question on job vacancies

I know you have to wait 7 days for job vacancies, but is there a job application procedure within the game? Or do you have to quit and add manager? Also, the guidelines on getting a job offer seem a little vague, is it purely down to how long you have been playing the game i.e. reputation points as to whether you get an offer or not?
