When SMFA blocks 2 clubs from doing transfers, is it possible that they will un-block the club transfers?

I have been negotiating with another club via private message. Having negotiated the deal, we proceeded in dealing numerous players. It was a mutual and fair agreement that we have. But recently, after we had 3 transfers, we were blocked. Is there any way to reverse the ban?
