smfa blocked transfer... but it was a loan deal?

I am manager of sao paulo (world champ, div 1) ... i thought it wasa good, decent gameworld so i invited my brother to join. He has joined leverkusen (division 4). his team is considerably weaker than mine, so he wanted to loan one of my loan listed players for the season. i went to accept the offer, and it was declined by the SMFA. i dont see this as cheating, as i wanted to loan the player to another club anyway. thoughts and suggestions would be appreciated.
