Does a Game World which is bought by a user not monitiored by SMFA authorities?

One of the Game World I was in was controlled by a user. But he's abusing the game by buying all sorts of players from managed clubs and does not want to negotiate a transfer, and put high value of money for the interested player, which is unreasonable. Is there any action can be done?
