Why are all my deals getting blocked for one of my teams, im certainly not cheating as there is no point. Dont understand & getting frustrat

I manage two teams, one is great with no problems and the other every deal blocked, doesnt make sence. Enjoy the game but have to seriously think about quitting one team as it cant improve if signings are blocked for no reason
