A managed club has a player that is requesting a transfer. If the player were to leave the # of players would drop below 21. What happens?

A managed club in my game world currently has a player requesting a transfer. Bids were made and accepted by the Chairman. However, if the player were to leave the # of players on the team would drop below 21. How does SM handle this scenario ? Certainly you would think that the manager would lose the player to the Chairman's accepted bid. I am curious how SM will handle this.
