Enable bidding for players in unmanaged clubs on custom game world

I recently created a new custom game world for friends and left the option to sign unmanaged players on. Fearing that all the top propects would be signed earlier I disabled it till the division was full. The division is now full and I can't seem to enable bidding for players in unmanaged clubs as I have apparently exceeded the amount of times the extra rules can be changed; unknowingly of course. I seek the help of an admin to rectify this matter urgently, please may you help as this is limiting the enjoyment of the game greatly.
