I have 5 players that can play CB. One is rated 89. Two are rated 85, one is rated 82 and another 81. I tried loan listing the 81 player

But apparently my chairmen won't let me. I have 5 CB's. 2 CB positions. So that's 2 CB's and 2 backup. Surely the chairmen should let me loan out my 81 rated CB? I've got a similar situation with my strikers. I've got strikers rated 88 85 84 83 and 83 It won't let me loan out one of the 83 rated strikers, he's equally my worst striker out of 5, I play a 4-2-3-1 formation so only one of them will play up front and he is unhappy about his game time so I would like to loan him out. Surely this is wrong?
