Why has Steven Gerrard transferred between two external clubs for 1/2 of his min fee? Though on my shortlist, I was not advised of bid?

This has occurred in COYS League 16937. i sent a ticket but was told that I was looking for help as opposed to reporting a bug? Having looked through the rules, it states that unmanaged/external clubs WILL do transfer (as I would expect) but NOT for less than minimum value so to me this does seem to be a bug.
