91 RATED PLAYER ON LOAN.....HOW????

There is a player in my gameworld rated 91 who you would consider a major player as in real life plays for Real Madrid. In the game world he is concerned about lack of games but another team has managed to get hime on loan without the chairman blocking the deal...How is this possible??????? I tried to loan a player above 90 rating and it immediately said chairman will not allow this transaction (It is not down to my account because I conduct other types of transfers fine)
