Why does every player I try to sign refuse to sign for my club?

I started with the lowest team in the lowest position and by buying and selling players have managed to gain promotion twice. However I now have a situation where I have money to spend, but every player I try to sign refuses to sign for the club after my transfer bid has been accepted. I am not trying to sign 90 rated players as I don't have that kind of money, but 83+ rated players just won't sign for my York club. For what reasons can players decide to refuse to sign for a club? If I can't sign new players, how can I build a competitive team in division 3?
