How long does it take for a computer player to increase their squad size to from 21 to 22 so I can buy a player?

The team is in the same game world so I can only pay for a player using cash. So frustrating that I can't buy the player I want due to the computer team only having a 21 man sqaud. Does anyone know how long it will take for the computer team to bring in new players? Thanks
