Alot of managers come in, make HUGE 30-50 millions offers for free agents, and then leave the clubs

I am in this gameworld were alot of nigerians are cheating their butts of, that is one thing.. Now lately there have started to come in several new accounts to an gameworld were the clubs they take over have NO GOOD PLAYERS AT ALL, since they all have been ripped by the nigerians.. But then these new managers start to make HUGE offers fro free agents? WHY?? that is all they do, make 2-6 bids for free agents for 30-55 millions and then after the deal they eighter leave the gameworld totally or just join one new club in here and does the same thing over and over again?? How can we stop this and should this be stopped also? Is it cheat or manipulating the game since these clubs get even more destroyed since they have no money + no good players now to compeat with IF an new real manager would come in and play? Any suggestions / advices?
