Soccer Manager believes that most of the answers to your questions are covered within our Help.

Answer

The amount that you can bid will depend on the value of the player, not just their ratings. Value takes into account age also.

Furthermore, how much cash you have will have an impact. Value of the player aside, a rich club's chairman will, understandably, allow higher bids than a club with less money.
