As long as managers log-in within the period of time required by their Game World, then there is nothing SM can do to reprimand them. If you believe that this Chelsea continue to lead the league despite having players as NMF, then this sounds like a bug. I would click the "Report Bug" link to the left and send in a ticket that way.
