Soccer Manager believes that most of the answers to your questions are covered within our Help.

Normally you and everyone else can either sign players from an unmanaged in game world team or not depending on the in game transfer rules, these are set by the game world owner. You can't loan players to or from an unmanaged in game world team though.

When it comes to transfers you can only do 3 deals with the same club in one season, maybe this is stopping you or maybe the other team only has 21 players left which is the minimum squad size allowed, if it's an unmanaged in game world team you can't do player exchange deals with them either.
