Soccer Manager believes that most of the answers to your questions are covered within our Help.

The manager rating or league position doesn't make any difference. The free agent will only join the club if you bid a higher amount than the opposing club. I believe that they are influenced by money so as long as your bid is higher than the other bidder, the free agent will most likely be willing to join you.
