Soccer Manager believes that most of the answers to your questions are covered within our Help.

The chairman value of players (I assume that is what you mean by minimum fee) will change once they move clubs so I am not sure how you know what his value was before his move.

Perhaps he was at a club where his value was low; thus allowing a low bid. If he then moved to a club where was valuable his value would then be very high.

If you are sure this is not the case then you should respond to the ticket if you are still able to. If the ticket is closed I would create another and refer to your previous one, and politely point out that they appear to have missed the point; i.e. that you are trying to report a bug rather than misunderstanding how External clubs deal with one another.
