Soccer Manager believes that most of the answers to your questions are covered within our Help.

You could submit an alternative suggestion to SM via the SM Suggestions page:

However, the rule is in place to stop managers bidding to stop others from completing transfers. If bidding extended the window of opportunity I could keep bidding without any intention of actually signing the player.

I would recommend bidding the most you are prepared to pay if you are bidding on a player with other interested parties. Then if you are outbid there is no issue and if you are successful you pay a fair price. If you bid a bargain price the risk of losing out will always go up.

At the end of the day most managers make "undisclosed" offers so trying to second guess another manager's bid and revise your own is risky anyway, however long the window of opportunity.
