Soccer Manager believes that most of the answers to your questions are covered within our Help.

The inter-season break varies depending on the type of gameworld you are competing in. Some gameworlds have promotion play-offs which expand a season (even though your last game may have been played). In my experience it can take between 7-21 days, dependant on the type of gameworld. Your new season should start in the coming days.
