it is most likely you need to reduce your wage bill. your loanees have their wages paid by you and, if they are good players, their wages will be higher than the rest of your squad. you may consider returning them to their clubs and suffering slightly poorer performances, just to balance the books.
also, are you in a lower league? if you are in the top league your gate receipts and tv revenue will be higher. it is possible to run a team at a loss (although you can't buy or even exchange players) but it will be a gamble and is reliant on you getting promoted this season.
if you are not willing to lose your loan players, and don't want to run up a big debt, you could try to rotate your squad to give you a better chance of a cup run. this would give you extra gate receipts and prize money without costing you wages as it is not included in a turn.
