I am only guessing, but, I would have to say, it may have something to do with player "hoarding" if you will, I haven't found an icon, or, option, that allows you to placate a players concerns, it maybe that once they get to level 4 or 5 concern, you are effectively unable to offer them a cash incentive to stay, to keep the disparity between someone who only has 23 players and someone else who has 180 players in the same game world, thus keeping the transfer market, and, the circulation of players, and their respective positions and talents moving at all times, only reasonable explanation for it I can think of, hope this helps a little.
