Soccer Manager believes that most of the answers to your questions are covered within our Help.

Private game world create by online player may have reputation level caps on it so the owner of the game world limits the managers under that set rep cap requesting to manage a team.
E.G.
If the owner places a LVL 75 and over cap on the game world, if you are not 75 then you can not manage in that league.
