Soccer Manager believes that most of the answers to your questions are covered within our Help.

it depends on how is he doing in real life. If the player is old, its extremly unlikely for him to get to be rated 90 again. It is not up to SM to decide wheather the player´s rating is going up or down, is the real player´s lvl in real life. Read the Getting Started guide lines, it explains it very well.
