Soccer Manager believes that most of the answers to your questions are covered within our Help.

No, as far as i'm aware once you leave the setup/or as i understand you no longer have admin privlidges then the setup becomes admin'd by SM, another gold manager in your setup can then purchase the gameworld if he wishes.
