To get Chelsea Football Club on Soccer Manager you will need to look for a game world in which they are available.

To find a game world simply click "Add New Club" when on the home menu and search for a game world in which when you click on it you find that Chelsea are both playing in and unmanaged in.

Since Chelsea are an English League side the best way to find them would be to look in the English Championships that are available.
