Soccer Manager believes that most of the answers to your questions are covered within our Help.

runs on tactics is when you tell your players to make runs down the way you point the arrow to. To do this place your icon on player and grey dots will appear around him, then press on the grey dot you want him to make his runs { you can only have 1 arrow at a time.
