I feel rather silly for asking this since I would think there is no rule against it, but if managers are not participating in the game, is there any rule that, aside from the mandatory log in period, would allow me to negotiate a player from that team? The reason being that there are a number of teams that are simply frozen, in other words, the manager probably logs in once in a month but does nothing. The players are then completely unavailable. And the games are as good as playing with the computer.
How would you negotiate a player from a team managed by someone who only logs in to keep their club? I would be surprised if they bothered to do a deal if they don't otherwise participate.
Unless you know them. If you know these people, and know that they have no intention of playing the game again, then it would be unwise to do deals with them. There are rules against manipulating the transfer market and SM could argue that you are doing this. Deals with managers who are planning to quit, for instance, are usually reversed and the managers involved can be punished.
There are loads of Game Worlds where there are loads of very active managers. If it were me I would be tempted ot resign and join a different Game world.
