Transfer blocked, why when it it legit?

I have had a transfer blocked betwen my Derby team and the Portsmouth managers team. I wanted Canales and offered Marchisio. Marchisio wont start for me and I want the potential in Canales. When bidding for the player the chairman seemed happy wit the deal but the SMFA has blcoked the deal. Why?
Answers
The SMFA can and will block any transfer that they deem is unusual and/or dubious. However, this does not mean that the SMFA have accused you of cheating, as they have only blocked it to ensure the Game World remains fair. If the SMFA have blocked you from conducting transfers with another manager, they will not reverse their decision and it is advisable to look elsewhere to conduct your transfers.
