Why is there no consistency with Player Ratings? SM over rate the La liga yet under rate the PL and other league so much!

I have realised that SM really over-rate the La liga. For example, they take Busquets up to 93 but players like Fletcher and Nasri stay at 92?. Ozil who has been peforming well since the world cup is rated 93 yet players like Bale and Nani who have peformed since the begining of 2010 till now are rated 90 and 91. Kaka has been extremely poor since joining madrid and he only goes down 1 rating. In contrast Gerrard has an inconsistent season and he goes down from 97-94. There is no Consistency whatsoever with the player ratings that SM does.
