I want to buy a player but the chairman will not pay the valuation so i cannot even put a bid in.
Yes, with difficulty.
If they are unmanaged/external you would need to sell or release players in similar positions so that your target player becomes of greater importance to your chairman. Or hope that the other club signs a player that makes your target become less important to them.
If they are at another managed club, you could get the other manager to initiate the deal as there should be something he can offer which is acceptable to your chairman; he might need to add cash etc though.
