the other manager agreed to do the deal and its says in code of conduct the deal must be done after a deal was reached.what can i do?
The bit you are talking about in the CoC generally applies where you agree a two part deal, where the other manager goes back on his word. For instance:
1) Manager agrees to give you Scholes, Torres, and Carragher for Messi.
2) He bids Scholes and Torres which you accept.
3) The deal completes so you bid on Carragher.
4) He rejects your offer.
In these circumstances he is breaking the CoC and SM will reverse the first part of the deal if you report it.
If, however, the other manager has just changed his mind on a straightforward deal then he is entitled to do so and is not breaking the CoC. Whether you would want to bother dealing with him again is another matter!
