This clearly explained within the squad page, if you hover your mouse over the blue question mark near where it says Value.
Every player is worth a different value to each squad. If you have a team full of highly rated/valued players like Lionel Messi (98) and Nemanja Vidic (96), then a player like Diego Tardelli (89) or Gary Cahill (88) will not be worth a lot to your squad. On the other hand, if you have a team full of 82/83 rated players, then Tardelli and Cahill values will be a lot greater.
Essentially, this is why your chairman will let you bid less than another squad. The player you are bidding for (which you have not named) is worth a lot less to your squad than the other squad, therefore, the other squad has a higher bidding limit.
