Soccer Manager believes that most of the answers to your questions are covered within our Help.

how can i offer my players to clubs on loan

I have a lot of young players who i want to get some playing experience is there anyway i can offer them to lesser clubs?

You could also have a look at some of the lesser teams in your gameworld and send a message to their manager. They will probably welcome the offer of higher rated players!

There is no way to send an offer to loan someone out. You can put your players as Loan Listed through their profile page which will advertise that your player is available to be loaned out.
