same country buying rule and player trading

i'm in a game world where the ule of only being able to buy people from the same country as your club is in effect, i had a bid for torres turned down as the liverpool manager told me that he couldn't accept the bid of cash plus dzeko and suarez so the bid was withdrawn then yesterday Real madrid brought torred for cash plus two non-english players.
what i want to know is why the iverpool manager couldn't accept my bid but can accept the bid of the game world owner

This sounds like an in-game Bug. You will need to report this to SM by creating a Bug ticket. There is a link on the left of this screen for reporting any in-game Bugs.
