What does this means
It means that the SMFA have run numerous checks and taken into account the additional information that you have provided, but there is no evidence to suggest either manager has attempted to fix the match in question.

I haven't come across that message. However, I do know that when you try to report match fixing in a match where there is one or less human managers you should receive the following message:
"Match Fixing cannot be reported in this game as both teams must be managed."
Is this the message you received?
It is also not possible to report match fixing unless one of the teams lost, in which case the message is:
"Match Fixing cannot be reported unless one of the teams lost the game."
