why is there no consistancy with smfa?

i am currently manager of manchester united, i am the top manager yet smfa continue to block my tranfsers? most frequent i bid 35 mil for rooney which was accepted, now thats been reversed yet all these other stupid bids for part exchanges to the same team are fine? now can someone please explain?

Because they think that 35m for rooney is too little. So to them it looks suspicious, but you know its not. Try offering more. If it wont be accepted, theres no chance you can buy rooney in that league again.
