illegal transfer from barcelona to man city involving Busquets, the value of this player does not add up to what they have offered

I have tried going into your all transfer link and clicking on IIegal link but its NOT there it just shows N/A
The value of busquets is 26m the value of their two players they have offered only adds up to half that.
So how has this been allowed?????
