Is it possible to unlock a custom game world?

Additional Details

I realize that you have the option of purchasing pre-owned game worlds, but if no current members are gold members, then it is surely in the interest of SM to unlock the GW and allow new members in, as it increases your scope and allows the possibility of new gold members in the future, I wanted to ask this in ticket form, but could not find that option, does any1 have a link?

    The Custom Game World will be locked due to it being administered by the SMFA. It will only become open once again if the Custom Game World owner reclaims the Game World or it is purchased as a pre-owned Custom Game World. Therefore if you would like to unlock it please upgrade your account to become a Gold Manager and purchase it as a pre-owned Game World.
