loan players then sell.buy some cheap players i.e 10,000 or cheaper if free agents, then send loaned players back hope this helps to free up some funds

so your balance is -1.5M and you have 21 players. You have the following options:
1) to set your players to transfer list and try to receive an offer which includes 2 part-exchange players plus cash
OR
2) to set your players to transfer list and try to receive an offer which includes 2 part-exchange players only.
OR
3) to set your players to transfer list and try to receive an offer which includes 1 part-exchange player plus cash.
OR
4) to set your players to transfer list and try to receive an part-exchange only deal(to give one player from your squad and receive one).
I would suggest you to Avoid the 4th. The best options for you is the 3 first options.
Consider that if you achieve one of the 3 first option then your squad will have 22 player, which means that you will be able to sell 1 player with only cash(which cannot do now because you have 21 players.)
