How do I report a user that I suspect is using a second account to block transfers?

There is a manager in our league that seems to have blocked a transfer using a second account to take control of a club.
Looking further into it, the two accounts have had similar activity on other game worlds.
This manager also reports illegal transfers to also block them.
I cannot use the report multiple accounts feature as they take a job and quit to block transfers that they have not won. They them jump on 7 days later and buy the player.
Any help on how to report this is much appreciated

I have the same problem, i made an offer for llorente in my game world, the other manager accepted it, it was almost the maximum that my chairman allowed me to bid and it went trough..after a couple of days it was reversed due to an investigation by the smfa, i'm fairly sure who reported it, but i don't know where to report him..btw the same day it was reversed he sent an offer that was 2 million lower than my original one
