So far the only option is reporting it as a multiple account, but this isn't exactly the case here. The person involved was blocked from making transfers with certain managers so he replaced his account with another one using the same name to get around the blocking.
People are going to make new accounts if they receive a ban in another account. There really is no way to stop this. As long as they do not do anything wrong with their new account, then everything is fine. If this user does something wrong, then simply report it.
