managers loging and shows they logged in but dont accept it
I understand it may be annoying, but even in real-life no one is forced to respond to transfer requests.
For example, Real Madrid president Florentino Perez might send AC Milan VP Adriano Galliani a message on his cell phone about acquiring Ronaldinho, but Galliani is not forced to respond. He may ignore the message.

It is not breaking any rules for a manager not to respond to a bid so there is no way of reporting this.
Some people log in just to do tactics and check their Club Messages very irregularly.
Others may be considering better offers.
There are many reasons why a manager might not respond.
You can assume if a manager is not accepting your bid, then they are basically rejecting it.
