I can't sign players from my former club as they keep getting blocked. Why?

I resigned as manager of Man City after winning the league, i then took over at Crystal Palace in Division 2 for a new challenge. I want to sign some of the youth players that i signed for City. I shortlisted most of them and the new Man City manager has offered me some. When i go to sign them, the SMFA block the deal. There is nothing wrong with a manager signing former players. This is not cheating. The Man City manager is not myself. Please look in to this.
