I can't loan a player!

I am currently managing Charlton Athletic and am top of my league. I have 3 goalkeepers. Nicolas Douchez has a rating of 88 and is my main keeper. i then have David James and Ben Hamer both of whom have an 80 rating. David James is my second choice goalkeeper and so I want to loan out Ben Hamer to give him some game time so he does not become unhappy. However my Chairman blocks any loan requests I receive and simply says that he is a far too important player even though he is my third choice and joint second on the ratings. Can I do anything to change/appeal against chairman blocks?
(Sorry for the lengthy explanation by the way :)

your chairman prob doesnt class david james as a keeper tbh like he 40 so therefore prob wont be willing to loan him out if he gets injured only 1 keeper , but thats i guess not 100% sure
