Since when was the squad size limit rule been implemented?

I've got this message yesterday. Is this a new rule? There are plenty of forum threads about not having any squad size limit. I suppose this has changed.

    now let's see the type of limitation we're hoping... i mean... every game world should have a 100 players limit for team and 50/75 players cap should be a option for each game world... that's my opinion about the issue...
