I am having trouble loaning players from 2 managers i have spoken too

I have spoken to 2 managers about loaning a player each of them they have agreed and it wont let me I only have one player on loan wich was there wen my league started I have spoken to both managers and they have said that they have no locks or anything on why cant I loan them it keeps cuming up with chairman wont allow this or something like that

I have noticed that 90 rated players and over will not be allowed to go on loan as the chairman feels that player has more worth at his club. But today I had an 88 gk rejected and thought it could also be his value too . Sorry couldn't be clearer just observations I have noticed over the years.
