I'm assuming you mean that no managed clubs are willing to part with their players. In that case, the only thing you can do is to send them private messages trying to convince them to sell their players or sweeten your offers to them. Otherwise, there is really nothing you can do to make them part with the players that they rightfully own.
You may want to opt to buy players from unmanaged and/or external clubs.
