How can I get SM to re-start loan bids from unmanaged clubs for my players?

Additional Details

I started to receive loan bids from unmanaged teams in my setup for players I made available for loan. They seem to stop after the first bank holiday in May, but want them to continue in order to give my youth/fringe players first team football. Any suggestions?
