Four basic ideas to increase your income or reduce your overheads:
1) Sell players for cash and a player. This might involve downgrading but gives you a start. You could try PM'ing other managers in your Game World or creating a Newspaper article to attract interest.
2) Loan out players. I think if you have 21 players you can still loan out three (but I have not been in that situation for a long time to be sure). This would save wages.
3) Win! If you are successful then your attendances & gate receipts will increase. You will also make money from winning competitions and your final league placing. You may have to spend time more time on your tactics for this.
4) Review your players' contracts. When a player's rating is reduced, his wage does not reduce automatically. Click to offer a player a New Contract & you will be told an approx new weekly wage. If this is less than your player's current wage, do it! Also, if you have a player due a rating increase (who is on a low wage and short contract) it might be worth offering him a new one now.
ASIDE FROM THESE POINTS:
Once a month the chairman comes along and makes sure there are no clubs whose net worth (i.e. all their players and cash) is less than 50% of the average clubs in the divisions net worth. If they are then the Chairman will invest money. This ensures smaller clubs net worth will not be below a certain figure relative to the league its in, and no club will fall so far into debt that it doesn’t have enough assets to sell to bring itself into a positive balance.
Therefore, people with no cash and a mediocre squad may be due these chairman investments. If you think this should apply to you, but it is not happening, send a Bug Ticket to SM as this is meant to have been in place since November 2009 and no announcement to the contrary has been made. Let me know how you get on.
I can provide a prize money calculator. It is old and not guaranteed. PM me your email address if you would like it.

Your chairman will eventually invest money into your club since you have debt and a small squad.
